Main Focus of APEF2023

The Third Asian and Pacific Energy Forum (APEF2023) will review the progress of the implementation of Sustainable Development Goal 7 in the Asia-Pacific region as well as the implementation of the Ministerial Declaration on Regional Cooperation for Energy Transition towards Sustainable and Resilient Societies in Asia and the Pacific, 2018 – 2023 (ESCAP/APEF/2023/1).

Given that enhancing energy security and developing appropriate policies and strategies to attain the Sustainable Development Goals are major concerns and a challenge for all member States in the ESCAP region, ministers and heads of delegations may wish to deliberate the progress achieved through the initiatives the Secretariat has been implemented to support member States. These initiatives include the progress on development of SDG 7 road maps for countries in the region, the implementation of the regional road map on power system connectivity: promoting cross-border electricity connectivity for sustainable development and the Secretariat’s work on emerging areas of the energy transition.

Regional preparatory meeting for the Third Asian and the Pacific Energy Forum: 31 March 2023

It aimed to consult member States on collect main priorities and input to Ministerial Declaration.

 

 

Background

The Asian and Pacific Energy Forum has been established as the ministerial level platform on promoting regional cooperation for enhanced energy security and the sustainable use of energy in Asia and the Pacific (Commission resolution 67/2).

The First Asian and Pacific Energy Forum in 2013 was convened in Vladivostok, Russian Federation in May 2013 to facilitate dialogue among member States with a view to enhancing energy security and working towards sustainable development. Main outcomes of APEF 2013 were the Ministerial Declaration and Plan of Action on Regional Cooperation for Enhanced Energy Security and the Sustainable Use of Energy in Asia and the Pacific 2014-2018.

The Second Asian and Pacific Energy Forum was held in Bangkok in 2018 with main focus on the Asia-Pacific region’s implementation of Sustainable Development Goal 7 (SDG7) to achieve the 2030 Agenda for Sustainable Development by reviewing the progress in the region in addressing energy security challenges and also discussed the policy options for keeping the region on track towards SDG7. Ministerial Declaration of the Second Asian and Pacific Energy Forum was decided by the ministers with requests to ESCAP to support its implementation through specific actions and to convene the third Asian and Pacific Energy Forum in 2023.

The APEF3 will be preceded by the International Society for Energy Transition Studies (ISETS) International Conference on 16 and 17 October and together the events form the Asia Pacific Energy Week 18-20 October. Asia Pacific Energy Week 18-20 October

The third Asian and Pacific Energy Forum (APEF3) will be preceded by the International Society for Energy Transition Studies (ISETS) International Conference on 16 and 17 October and together the events form the Asia Pacific Energy Week.

ISETS International Conference 16-17 October

The conference will address a broad spectrum of energy, climate change, and other environmental topics. Its goal is to support the attainment of just and equitable energy transitions by fostering exchanges and dialogues among academics, analysts, policy makers, and industry participants.

The keynote and plenary sections of the ISETS International Conference will feature a series of dialogues among ministers and senior officials from ESCAP member States, as well as prominent figures from the industry, think tanks, NGOs, multilateral organizations, and the academic community. Attendees of the APEF3 are also welcome to attend the ISETS International Conference.
