Evidence-Based Policies for Sustainable Use of Energy in Asia and the Pacific : Thailand

Thailand’s energy policy envisions a sustainable energy sector. With this vision, Thailand’s Power Development Plan 2018 and Alternative Energy Development Plan 2015 (AEDP2015) aim to maintaining energy security, promoting renewable energy and implementing energy efficiency. In particular, Thailand has set a goal of increasing renewable energy to 30% of total final energy consumption by 2036. To support achievement of the Plans’ targets, Department of Alternative Energy Development and Efficiency (DEDE) of Ministry of Energy in collaboration with ESCAP implement the project to conduct researches with technical support from experts. Focus group meetings and stakeholder consultation workshop were organized for inputs to the following studies.

  1. A review and evaluation of Thailand’s renewable energy policy leading to recommendations on future renewable energy options and pathway for meeting Thailand’s RE targets: This included a review on past and current policies, modelling of future scenarios using LEAP and an assessment of their socio-economic-environmental impacts. The study was purposed to identify areas where policy improvements can be made.
  2. Policy recommendations and roadmap for development of renewable energy training curriculum for DEDE: The results highlighted sectors prioritized for curriculum development; Electricity Generation, Heat and Biofuel, in accordance with AEDP2015’s targets. The recommendations are the guidance for strengthening capacity of DEDE’s human resources and target groups; technicians, communities, project developers and policy makers. They also promote building the use of effective knowledge distribution as well as networking of renewable energy trainings in national and sub-region levels e.g. ASEAN.
