This introductory course will direct participants from ASEAN, CPTA, APTA Member States to discover digital, sustainable, and resilient trade facilitation measures, as well as emerging issues for efficient trade facilitation.

In today's fast-paced and ever-changing global economy, trade facilitation is key to making international trade more efficient and inclusive. The WTO Trade Facilitation Agreement (TFA) has provided a basic set of measures for all countries to implement, but we need to do more to make trade easier for all and more resilient to crises.

That's where Next Generation Trade Facilitation comes in! This course will introduce you to digital trade facilitation measures that go beyond the requirements of the WTO TFA. Participants will also discover sustainable trade facilitation measures that can support the effective participation in the trade of groups with special needs, such as SMEs and women traders. And based on the UNTF Survey (www.untfsurvey.org), participants will learn about trade finance facilitation measures and measures to be taken during and in preparation for a crisis, such as the recent COVID-19 crisis. Going beyond, the course will address prominent areas in shaping the next generation trade facilitation, including utilization of emerging technologies, electronic (e-commerce) facilitation and climate-smart trade facilitation.

Course format

The course is conducted as a facilitated online e-learning course. The expected time required to complete this course is approximately 3-6 hours for self-paced learning before the live sessions, plus 5.5 hours for interactive live sessions. The course facilitator will guide and support the participants to complete the self-paced learning, including organizing a live online Q&A session for the quizzes (time to be announced) and the course modules in general.

The participants are expected to complete the online course modules at their own pace, ideally before the live sessions. There are 10 modules in total, and each module contains one main video (approximately 15 minutes) and supplementary materials (experts’ interviews and a list of reading materials). The participants are expected to take online quizzes.

There will be 3 interactive live sessions on 6 June 2023 on (1) Emerging technologies for trade facilitation; (2) E-commerce facilitation; and (3) Climate-smart trade facilitation.

To get the certificate, participants are required to complete self-paced learning, pass quizzes, and attend the live sessions.

Ms. Soo Hyun Kim is Economic Affairs Officer, Trade Policy and Facilitation Section, Trade, Investment and Innovation Division, United Nations ESCAP. She is currently managing capacity building projects on cross-border paperless trade and trade facilitation in the age of pandemics; and supporting the implementation of the Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific. Previously she worked in the Investment and Enterprise Development Section with research focus on foreign direct investment (FDI) and investment regimes and their impact on sustainable development. She also worked to promote public-private sector dialogue by organizing the Asia-Pacific Business Forum (APBF) and supporting the ESCAP Sustainable Business Network (ESBN). Prior to this, she worked at the United Nations Secretariat in New York; local government (United Kingdom); and higher education institution (United Kingdom). She holds master’s degrees in business administration (specialisation in financial management) from TiasNimbas Business School (Netherlands) and library and information science from Loughborough University (United Kingdom).

Ms. Vyara Filipova is a Technical Officer in the Procedures and Facilitation Sub-directorate of the World Customs Organization (WCO). She contributes to the work of the WCO Secretariat since April 2016 and deals with a broad range of trade facilitation topics. Her work portfolio includes e-commerce, transit, the role of Customs in natural disaster relief, the Customs Convention on Containers, the WCO Technology Conference, and the WCO’s work towards the development of a global Non-Intrusive Inspection data format. She’s been providing technical assistance and capacity building support to WCO Members on e-commerce, the Revised Kyoto Convention (RKC), transit and relief consignments.

Prior to taking up duty at the WCO Secretariat, Ms. Filipova worked for more than 15 years at the Headquarters of the Bulgarian Customs Administration, where she was responsible for multilateral cooperation and the management of Customs modernization projects. She holds a Master degree in International Economic Relations.

Alexey Kravchenko is Economic Affairs Officer, Trade Policy and Facilitation Section of the Trade, Investment and Innovation Division of the United Nations ESCAP. His work revolves around issues of trade and sustainable development, non-tariff measures, illicit financial flows and trade misinvoicing in the region. His most recent work focused on trade and climate change and the development of an online platform to support trade negotiators in data analysis. Prior to joining the United Nations, he ran a consultancy which specialized in non-market valuation, choice modelling and geo-spatial online surveys. He also taught various undergraduate and graduate economics and econometrics courses in China (Shanghai International Studies University) and New Zealand (University of Waikato and Waikato Institute of Technology). He holds Masters in International Business and Mandarin, Masters in Economics, and a PhD in Economics from the University of Waikato, New Zealand.

Mr. Poul Hansen is responsible for issues relating to Trade Facilitation at the United Nations Conference on Trade and Development (UNCTAD), Division on Technology and Logistics (DTL). UNCTAD’s mandate is to assist developing and least developed countries as well as economies in transition integrating into global trade, promoting development- centered globalization and inclusive and sustainable growth and development for these countries.

Poul has extensive experience in the area of trade and transport facilitation, having worked for almost 20 years in the UN system on issues such as international trade, transportation, development, international standards, previously working at the UNECE as Secretary for the TIR and Harmonization Conventions. In addition, during his UN career Poul has also worked in the field of international sports policy as Head of the UN Office on Sport and Development and Peace.

Prior to joining the UN, Poul worked for more than 10 years in the private sector in areas such public affairs, management consulting and logistics with organizations including Ernst & Young, FreightForward Europe (FFE), the International Road Transport Union (IRU) and the Ziegler Group, gaining experience in a number of industries including transportation and logistics, automotive, manufacturing and retail.

Yann Duval is currently Chief of Trade Policy and Facilitation Section at UN-ESCAP, the regional branch of the United Nations Secretariat for Asia and the Pacific. Over the past 20 years, Dr. Duval has conducted research and delivered technical assistance and advisory services on trade policy and facilitation throughout Asia and the Pacific, including on the WTO Trade Facilitation Agreement. He spearheaded the development of the Asia-Pacific Research and Training Network on Trade (ARTNeT), as well as, interalia, the creation of the ESCAP-World Bank Trade Cost Database, the UN Global Survey on Trade Facilitation and Paperless Trade Implementation and the online Trade Intelligence and Negotiation Adviser (TINA).

Dr. Duval was also instrumental in the development of the United Nations Network of Experts for Paperless Trade and Transport in Asia and the Pacific (UNNExT) and the negotiation of a new intergovernmental Framework Agreement on Facilitation of Cross-Border Paperless Trade in Asia and the Pacific, a UN treaty entered into force in February 2021.

Prior to joining the UN, he held faculty positions at the Asian Institute of Technology and Washington State University, USA.
