Abstract

On 8 December 2016, the Governments of China, Mongolia and the Russian Federation signed an Intergovernmental Agreement on International Road Transport along the Asian Highway Network. It is the first agreement to formalize the use of the Asian Highway Network for international road transport operations. This is an operational agreement which will provide impetus for trade and people connectivity, enabling the network to act as a platform for multilateral and regional cooperation by providing new links between the Russian Federation and China through the central and western parts of Mongolia, and sea access to landlocked Mongolia.

Following the signing of the Agreement, the three countries approached the Secretariat with a request to facilitate implementation of the Agreement. This Handbook takes stock of the current cross-border infrastructure and formalities, as well as ancillary facilities along AH3 and AH4, and serves as the first step in the preparations for the implementation of the Agreement to enhance the operationalization of Asian Highway Network routes 3 and 4. The Agreement is open for accession by other Asian Highway member countries to further strengthen regional connectivity.
