Abstract

The UNNExT Guide to Implementation of Electronic Messages for Cross-border Paperless Trade provides a stepwise approach on how to develop and implement an e-message for paperless trade data exchange. Building on the UNNExT Business Process Analysis Guide To Simplify Trade Procedures (BPA Guide) and the UNNExT Data Harmonization and Modelling Guide for Single Window Environment (DH Guide), it provides guidance on how to systematically move from process analysis and modelling to data harmonization and modeling, and then to designing an e-message. The Guide is also intended to be an UNNExT instrument for building technical capacity of stakeholders in their development of an e-message for use in Single Windows and paperless trade systems, including under cross-border electronic data exchange environment.

The sections in this Guide contain the following content:

  • Chapter 1 briefly presents the context of developing a harmonized e-message, the purpose of producing the Guide and how it can be used for the benefits of target audience;
  • Chapter 2 introduces a stepwise approach in developing an e-message and describes the processes and steps to follow in conducting process and data harmonization, and modelling;
  • Chapter 3 explains the steps on how to design an e-message (XML schema) using the data harmonized in chapter 2;
  • Chapter 4 discusses technical considerations in implementing an information system for cross-border data exchange, using an XML e-message as developed in chapter 3;
  • Chapter 5 provides guidance on how to conduct conformance and software testing to enhance interoperability among systems as well as identify potential errors and defects in the implemented systems;
  • The reference list provides sources for which any reference is made in the Guide;
  • The annexes (separate) contain illustrative sample deliverables produced from different steps of developing an e-message, including process models, data models and XML Schemas.
