ESCAP Capacity Building Support for the Implementation of the WTO Trade Facilitation Agreement

The WTO Trade Facilitation Agreement (TFA) contains provisions for expediting the movement, release and clearance of goods, including goods in transit. The Agreement entered into force in February 2017. ESCAP has supported the development and implementation of the WTO TFA, releasing a first ARTNeT regional study on “the need and cost of selected trade facilitation measures in Asia-Pacific in the context of the WTO negotiations” in 2006 . ESCAP also supported several national self-assessment efforts of readiness to implement WTO TFA in member countries between 2008 and 2012, including in Cambodia, Maldives, and Indonesia. Since then it has produced a series of workshops and trainings related to various provisions of the TFA, in particular Articles 10.4 on Single Window, in cooperation with the United Nations Network of Experts for Paperless Trade and Transport in Asia and the Pacific (UNNExT). It also regularly organize WTO TFA capacity building on the side of the Asia-Pacific Trade Facilitation Forum, co-organized with ADB and other relevant organizations. For example, these video case studies related to Article 7.9 and 10.4 of the WTO TFA were recorded at a workshop co-organized by ESCAP and ADB with the support of UNECE and WCO at the Asia-Pacific Trade Facilitation Forum 2014.
