In view of the vital importance of ensuring long-term “green” sustainability and reducing the impacts of global fuel price fluctuations, increasing energy efficiency is becoming critical especially for many ESCAP countries. Implementation of energy efficiency measures in transport is necessary to meet the increasing freight demand while reversing the growth of its contribution to CO2 emission. There is, thus, dire urgency that effective policy measures must be developed and implemented to enhance energy efficiency of the freight transport sector to accelerate the achievement of net-zero transition in transport as one of the means to mitigate climate change.

Against this backdrop, ESCAP undertook the study project on “Enhancing energy efficiency of the freight transport sector in Asia and the Pacific” with the aim to enhance the capacity of policymakers, and stakeholders alike, in ESCAP member States to formulate and implement effective policies and plans to promote energy efficient future for freight transport sector in Asia and the Pacific in achieving SDGs 7, 9 and 11. The study focused on overland transport through three broad pillars: modal shift, new technologies and policies/regulatory frameworks through collecting data, information and relevant case studies as well as analyzing best practices. A regional roadmap towards a sustainable and energy efficient freight transport sector was then developed taking into considerations of the above broad pillars.

All study findings of the project are compiled and made available in the attached Study Report. For easy reference, Policy Brief in English and Russian were prepared to provide summarized information collected in the Study Report. Furthermore, a Manual was also developed as a “self-study guidebook”, allowing stakeholders to familiarize with the topic. All these knowledge products are available for public reference on this webpage.
