The secretariat of the Economic and Social Commission for Asia and the Pacific (ESCAP) services three intergovernmental agreements on transport, which formalize the regional transport infrastructure network in Asia and the Pacific and set out its minimum parameters. These include the Intergovernmental Agreement on the Asian Highway Network, the Intergovernmental Agreement on the Trans-Asian Railway Network, and the Intergovernmental Agreement on Dry Ports.  
This policy brief provides insights into the state of implementation of the Intergovernmental Agreements governing the Asian Highway Network, Trans-Asian Railway Network, and Dry Ports, emphasizing the pivotal role played by their respective Intergovernmental Working Groups in shaping regional land transport connectivity. This policy brief details updates and outcomes derived from the 2023 meetings of the Working Groups and the issues identified during their deliberations, including Infrastructure and Operational Connectivity, Decarbonization, Inclusive Transport, and Digitalization. Lastly, this policy brief puts forth policy recommendations for advancing regional land transport in the Asia-Pacific region derived from the deliberations of the Working Groups.
