The partnership between the United Nations and the Association of Southeast Asian Nations (ASEAN) is driving sustainable development in Southeast Asia through open dialogue and cooperation, advancing progress towards the Sustainable Development Goals in the region. 

Initiatives such as sub-regional policy dialogues, South-South and Triangular Cooperation, and SDG monitoring activities are critical to joint efforts at the national, regional, and global levels. Recent achievements in environmental protection, empowering women entrepreneurs, enhancing disaster resilience, and promoting gender equality in business have underscored the transformative impact of the UN-ASEAN cooperation towards creating a more inclusive, prosperous, and sustainable future for Southeast Asia. 

In this briefing, we aim to provide an overview of the Association of Southeast Asian Nations (ASEAN) and its collaborative framework with the United Nations. We will go into ASEAN's objectives, ongoing initiatives, and the Plan of Action (POA) established with the United Nations, shedding light on opportunities for UN agencies to engage with ASEAN.

Mr. Akbar Meirio is a Senior Officer for Disaster Management and Humanitarian Assistance at the ASEAN Secretariat. He coordinates the implementation of Priority Programme 5 - Global Leadership of the AADMER Work Programme 2021-2025. He has 20 years of work experience, primarily on disaster management, conflict management and international cooperation. Prior to joining the ASEAN Secretariat, he worked in several organisations, including United Nations Development Programme (UNDP) Indonesia and the Commission of Truth and Friendship between Indonesia and Timor Leste.  Mr. Akbar earned Master of Philosophy in International Politics from University of Glasgow, United Kingdom.

Septia has over a decade of experience in the energy sector. He currently serves as a Senior Officer at the ASEAN Secretariat, dedicated to supporting the advancement of energy development and ensuring sustainability and energy security for ASEAN Member States (AMS). Prior to the ASEAN Secretariat, he held various roles at the ASEAN Centre for Energy (ACE), including Manager of Renewable Energy and Energy Efficiency Programs, ASEAN German Energy Programme (AGEP), and the Green Climate Fund Energy Efficiency Programme in ASEAN.

Septia holds a Master’s degree in Geophysical Engineering from Institut Teknologi Bandung and a Bachelor’s degree in Geology from the National University of Malaysia. He has earned certifications in project management and grid integration simulation. His published works cover energy topics and contributions to ASEAN initiatives, such as the ASEAN Power Grid, Renewables, Coal and Cleaner Coal Technology, Energy Efficiency and Conservation, and the Trans ASEAN Gas Pipeline.

As Head of the Poverty Eradication and Gender Division (PEGD) of the ASEAN Secretariat, Mr. Musngi and the team supports ASEAN’s cooperation on rural development and poverty eradication, gender equality and women’s empowerment, among others. 

Mr. Musngi provided policy and programme support that contributed to the development of the report entitled “Addressing Unpaid Care Work in ASEAN” that was published in 2021, the development of the ASEAN Committee on Women (ACW) Work Plan 2021-2025 which articulates ASEAN’s agenda on addressing unpaid care and domestic work, and the overall work of the ACW on promoting gender equality and women’s empowerment in ASEAN.  

For more than ten years, Mr. Musngi has worked with small farmers, rural women, indigenous peoples, and fisherfolk in the Philippines on reforming agricultural policies and strengthening rural democratic institutions.

Prior to joining the ASEAN Secretariat, Mr. Musngi was part of the legal team supporting indigenous peoples in the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM). 

Mr. Musngi has a Bachelors Degree in Public Administration, and a Masters Degree in Public Administration and Public Policy, both of which he earned from the National College of Public Administration and Governance (NCPAG) in the University of the Philippines, Diliman. He earned a Juris Doctor from the College of Law from the same university

Rabiah Hussein has a long standing career in international energy
and minerals policies and strategies, focusing on Southeast Asia
and surrounding regions. She is currently the Senior O<icer on
Minerals of the ASEAN Secretariat. Her main ambition for the
ASEAN minerals cooperation sector is to help facilitate the
Member States in transforming the region as an investment
destination for sustainable minerals development. Rabiah holds
Master degree in International Relations from the Australian
National University.

Mr. Soerakoesoemah is Head of the Subregional Office for South-East Asia at UN ESCAP. He initiates work on the 2030 Agenda for Sustainable Development in eleven member countries, in partnership with governments, international institutions, civil society, and private sector entities. He also leads the cooperation for the UN with ASEAN in the economic and social-cultural areas. Prior to UN ESCAP, he managed economic development programmes and delivered technical assistance in the ASEAN and the Pacific region. He has extensive experience in policy analysis, development cooperation, and regional integration in Asia and the Pacific.
