About the initiative

Science, technology and innovation (STI) have always been key drivers for achieving economic development and prosperity in Asia and the Pacific. Cambodia, Lao PDR, Thailand and Viet Nam (CLTV) have recently adopted, or are in the process of adopting, new national STI policies to support the development of domestic STI capacities. However, significant gaps remain in the implementation of these STI policies and strategies, such as:

  • Insufficient technical knowledge to design specific policy instruments.
  • Limited institutional capacity to implement and oversee initiatives to nurture domestic STI capabilities.
  • Limited availability of financial resources.

To help overcome these limitations, the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is supporting the development of a south-south and triangular (SST) collaboration programme on STI among CLTV countries. This SST collaboration programme on STI aims to establish a mutually beneficial partnership to tackle common challenges and opportunities for STI development among the four countries.

The co-creation process

The SST Collaboration Programme will be developed through a co-creation process, in which policy champions representing multiple ministries from CLTV countries will work together to identify:  

  • The specific areas of common interest where collaboration will make strong sense.
  • The relevant partners that will be committed to collaborate actively and meaningfully.
  • The necessary financial and in-kind resources as well as the institutional commitments that would ensure the success of such collaborations.

Launch event of the co-creation process

In this first meeting of the co-creation process, participants from the senior and technical policy groups will work together to explore topics of shared interest in key strategic sectors for CLTV countries. The objectives of the launch event are:

 

  • Enable participants to meet their international peers and experts.
  • Identify potential topics of interest for STI collaboration in key strategic sectors.

This session will present an overview of the opportunities for collaboration identified through literature review and interviews with prominent STI policymakers and experts in CLTV countries conducted between February and May 2022.

Exploring specific interests, challenges and opportunities within priority sectors

In breakout rooms, participants will discuss the specific interests, challenges and opportunities for their respective sectors (agriculture, environment, digital economy, health and education).

15:15 – 15:35

Plenary sharing of identified challenges and opportunities in priority sectors

Government officials from the four countries will summarise the key challenges and opportunities identified during the breakout room activity.

15:35 – 15:55

Country reflections on topics of interest for collaboration on STI

Based on the challenges and opportunities identified in the previous session, senior officials will share their thoughts on the topics of interest and points of convergence where collaboration on STI has great potential to benefit their nations and CLTV countries as a whole.
