Towards a Global Standard for Disaster-related Statistics

Ms. Harmawanti is currently the Director of the Social Resilience Statistics, Badan Pusat Statistik (BPS) Indonesia. She has been with BPS since 1992. Her duties include providing poverty indicators, spatial statistics indicators, politics and crime statistics as well as environment statistics. One of her major responsibilities is developing “ONE DATA DISASTER STATISTICS” in collaboration with the National Disaster Management Agency. She is also one of the Vice Chairs of Technical Working Group of Disaster related Statistics for Asia and the Pacific since 2020.

She was part of the Analysis Division as data analyst from 2004 until 2017. Among the publications she made in collaboration with some colleagues in BPS include Total Factor Productivity (TFP), Incremental Capital Output Ratio (ICOR), Transient Poverty, Data and Information of Poverty. She graduated from the Academy of Statistics in Jakarta Indonesia in 1992. She continued her studies at the University of Technology Sydney, 1998-1999 and got her master’s degree in Operation Research as well Diploma Degree in Operation Research from this university.

Dr. Ziad Abdallah is a statistician head of IT at the Central Administration of Statistics for the past twenty years. Dr. Abdallah has been responsible for many different statistical projects, including, the census of establishments and buildings (2002), the PAPFAM survey (2004), the Population and Housing Census in Palestinian Camps and Gatherings in Lebanon (2017), and most recently as head of consumer price index. He is the focal point of the Central Administration of statistics in the Disaster and Risk Unit in Lebanon. He graduates from Ecole Nationale de la Statistique et de l'Analyse de l'Information (ENSAI) with a degree of engineer in statistics and holder of PhD in IT from Beirut Arab University. He is also tutor in the Lebanese University since 1998, Beirut Arab University (BAU) since 2013, Institut des Sciences Appliquées et Economiques (ISAE) Associated center of CNAM-Paris-France since 1999, and Ecole Nationale d’Administration (ENA)-Lebanon since 2009 for many courses related to Statistics, Computer Sciences, data science, and Information Systems.

In Istat from 1986, Head of Division for environment, territory and register of geographic and territorial units, Responsible of the project Sustainability that implemented the Istat SDGs Statistical Platform, the 2019 SDGs Report and the 2020 edition.

Involved in UN-IAEG on SDGs, member of Eurostat WG on Sustainable Development, of UNECE TF on Sustainable Development, of the UNECE Steering Group in Climate Change Related statistics, Chair of the Task Force UNECE Measuring Hazardous Events and Disasters.

Ricardo Toro Tassara was designated as National Director of Chile’s National Emergency Office (ONEMI) on 20 December 2012. He achieved the rank of General in the Chilean Army (ret.), with postgraduate studies in Business Administration and a Masters’ degrees in Human Resources and Strategic Planning. He was appointed to the position through Chile's Senior Public Management System, which was renewed for a third period starting in 2019.

In October 2017, Mr. Toro was appointed as member of the Consultative Group of the Central Emergency Response Fund (CERF) that guides and advises the Secretary-General of the United Nations on the use and allocation of resources from the Fund, which constitutes one of the more effective mechanisms in supporting rapid response to people affected by humanitarian crises, including so-called “forgotten crises” and underfunded humanitarian emergencies.

Victor Mahlalela is a highly capable and practical oriented individual with broad experience nationally and internationally at technical and managerial level gained largely in the humanitarian / disaster risk reduction sector in Non-Governmental Organisations (NGOs) and Government. A leader in stakeholder engagement, Disaster Risk Assessments, response planning and recovery operations. A pioneer in formulation of new programmes applying project management principles and systems that foster excellence and high level of accountability. Currently is the Sendai Framework for Disaster Risk Reduction National Focal Point for Eswatini and Co-ordinator on Sendai Framework Monitor Reporting platform.

Ms. Loretta Hieber Girardet is the Chief of the Support and Monitoring of Sendai Framework Implementation Branch covering risk information and analytics, climate change, disaster loss and monitoring data and capacity-building for UNDRR globally.  Previously, she served as Chief of the UNDRR Asia-Pacific regional office, covering 38 of the world’s most disaster-prone countries.  Loretta has served in various management positions at OCHA for over a decade before joining UNDRR, including overseeing the global Cluster coordination mechanism and having responsibility for IASC mechanisms on coordinated humanitarian needs assessments. She also has a background in public health and worked for the World Health Organization in various capacities, including in emergency contexts in Afghanistan, Pakistan and sub-Saharan Africa.  Her experience in emergency contexts spans more than 25 years and she is the author of several publications including Lifeline Media: Reaching Populations in Crises which promotes greater accountability to people affected by disasters.  Her academic background includes fellowships and degrees from the Harvard School of Public Health and University of Paris-Assas.

Rikke Munk Hansen has worked with sustainable development in Asia and the Pacific during the past 21 years, including on statistics, the energy sector, and programme management and evaluation. Rikke manages ESCAP’s work on economic and environment statistics, including its efforts to develop guidance on disaster-related statistics. Rikke holds a Master degree in mathematics and computer science from Aalborg University, Denmark and the Technical University of Eindhoven, the Netherlands.

Mr. David Stevens is from Brazil where he graduated first in Civil Engineering (BSc) and then Environmental Planning (MSc), before pursuing his PhD in Geography at the University of Maryland College Park. He joined the United Nations in 1999 and currently heads the Bonn Office of the United Nations Office for Disaster Risk Reduction (UNDRR) where he oversees the Sendai Framework Monitoring Process and coordination of the DRR and Climate Change Agendas.

Greg Scott joined the United Nations Statistics Division in 2012 with the specific task of establishing the United Nations Committee of Experts on Global Geospatial Information Management (UN-GGIM) and growing its relevance and status with Member States and related International Organizations involved in national, regional and global geospatial information management. In his role as Secretariat, Greg provides strategic policy advice and leadership, and guides the development, coordination and implementation of the substantive content for the Committee of Experts.

Greg previously spent 25 years in Geoscience Australia in several key roles delivering Australia’s national topographic mapping and derivative geospatial programs, and providing independent scientific analysis and advice in the use of geospatial information for environmental management, emergency management, and critical infrastructure protection. Greg possesses formal qualifications in Cartography and Survey Mapping from New Zealand, a Graduate Diploma in Geography from the Australian National University, and a PhD in Geomatics Engineering from the University of Melbourne.
