Expert Working Group meeting on Universal Access to Modern Energy Services, Renewable Energy, Energy Efficiency and Cleaner Use of Fossil Fuels

The Expert Working Group meeting on Universal Access to Modern Energy Services, Renewable Energy, Energy Efficiency and Cleaner Use of Fossil Fuels (EWG) will be held by ESCAP, in partnership with Sustainable Energy for All (SEforALL). The meeting of EWG will bring together participants from ESCAP member States, UN-Energy, relevant international organisations to inform on the progress in preparation to the High-level Dialogue on Energy. It would be an opportunity to exchange information on Energy Compacts as one of the expected outcomes from the High-level Dialogue on Energy.



Pursuant to General Assembly resolution 74/225, the Secretary-General will convene a High-level Dialogue on Energy at the summit level during the 76th session of the UN General Assembly in September 2021 in New York, to accelerate SDG7 action for the achievement of the 2030 Agenda for Sustainable Development and the Paris Agreement. The Dialogue represents the first inclusive global gathering on energy under the auspices of the General Assembly since the UN Conference on New and Renewable Sources of Energy held in Nairobi in 1981.

The High-level Dialogue on Energy will result in a forward-looking statement calling for concrete actions to further accelerate SDG7 implementation in support of the Decade of Action to deliver on the SDGs and the objectives of the Paris Agreement while taking into account the role of energy services in tackling the global COVID-19 pandemic. The Dialogue will also feature additional voluntary commitments, including “Energy Compacts”, from Member States, sub-national authorities and non-state actors such as companies, and civil society organizations.

The recent Ministerial Thematic Forums held virtually, from 21 to 25 June 2021, provided an important platform for Member States, and stakeholders to prepare for the High-level Dialogue on Energy, demonstrate commitments, share experiences and showcase opportunities for scaling up action towards the achievement of SDG 7 and the Paris Agreement.

Objectives of the EWG:

Against this background, the EWG meeting will be held to cover the following:

  • Introduce the High-Level Dialogue on Energy and share perspectives from the Ministerial Thematic Forums.
  • Update EWG members on the key outcomes of the thematic working groups.
  • Discuss Energy Compacts and the importance of specific voluntary commitments through 2030.


Expected Outcomes of the Meeting:

Member States from the Asia-Pacific region will be well positioned to consider engaging with the High- Level Dialogue on Energy through developing Energy Compacts that will detail key outcomes, milestones and implementation timelines with clear tracking frameworks towards 2030.


Organization of the Expert Working Group Meeting:

The meeting of the Expert Working Group was organized in two sessions on 26 August 2021;

  • Session 1 - 10:00 to 12:00 hrs (GMT+7).
  • Session 2 - 14:00 to 16:00 hrs (GMT+7).
