This working paper is structured as follows: (1) discusses the overall status and gaps in the construction of cross-border optical fibre cables in Asia and the Pacific, as well as the investment principles and guidelines based on bilateral and multilateral cooperation mechanisms; (2) studies the co-deployment of optical fibre cables with other infrastructures such as transport and energy; and (3) presents relevant policy recommendations in multiple aspects, such as connectivity policy and investment financing, with the objectives to promote the construction of the digital infrastructure, reshape the digital industrial supply chain, and accelerthe ate digital transformation towards an inclusive digital economy and society post COVID-19 at the regional level.
