The fifth session of the Committee on Transport will be held at the United Nations Conference Centre in Bangkok from 19 to 21 November 2018. The Committee will (i) emphasize the significant contribution that sustainable transport can make to society in its effort to attain the targets set out in the 2030 Development Agenda, and (ii) focus on aspects of transport policies and initiatives promoted by the Commission to move towards sustainable forms of transport. It will also provide member States and associate members of ESCAP with a forum to exchange views and discuss matters of strategic importance to meet major requirements in the transport sector.

The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is organizing the following events:

Members of delegations are kindly reminded to bring official identification with them, duly signed by the appropriate authorities of their respective Governments/Agencies/Organizations, and provide them to the Secretariat staff at the registration counter located on the ground floor of the UNCC along with a copy of the letter of credentials indicating their appointment to the delegation.
Participants are requested to register and obtain a visitor’s badge with ID picture on the first day of the meeting, i.e. Monday, 19 November 2018 between 08.00 hours and 09.00 hours. This is done at the Registration Counter located on the ground floor of the UNCC. Participants who are not able to register during the time indicated above are requested to do so immediately upon their arrival at UNCC and before going to the conference room. This procedure is important for security reason and will also ensure that all participants’ names appear on the list of participants.
In conformity with standard United Nations security procedures, all participants must complete a mandatory online registration at https://meetings.unescap.org/. Participants are encouraged to complete this procedure well in advance of the meeting and no later than 1 October 2018. To facilitate the process, participants are encouraged to submit their photo in advance.
For identification and security reasons, all participants are requested to wear their meeting badges at all times when on the United Nations compound, and also during the meeting and at social functions. The loss of a meeting badge should be communicated to the Conference Management Unit, located on the ground floor of the UNCC behind the registration counter, so that a new one can be issued immediately.
Participants are REQUIRED to obtain an appropriate entry visa from the Royal Thai Embassy or the Royal Thai Consulate-General before entering to Thailand, EXCEPT for those nationals listed below.

Participants who wish to apply for a visa on arrival at Suvarnabhumi International Airport (valid for 21 nationalities listed in the above table) should follow the below requirements:
The weather in Bangkok in November is warm and humid. Light tropical clothing is recommended. Some rain can be expected during the period. The conference rooms where the meetings are to be held are air-conditioned and the temperature is maintained in the range of 21-25.5 degrees Celsius (70-78 degrees Fahrenheit).
Visitors are advised to be respectful of Thai customs at all times. Please note that Thailand has laws against making negative comments about the institution of the monarchy. Such laws are strictly enforced and are applicable to spoken, written, gestures and electronic communication, including social media.
The electric power in Thailand is 220V running at 50Hz and the plug types used are either type A, type B, or type C. A hybrid socket is almost universally found, which accepts a combination of the above plug types. Delegates are strongly encouraged to carry their own adapters for use with laptops and other electrical appliances as the Secretariat will not be able to provide these. In case of need, adapters can be purchased from shops in the city dealing in electronic and electrical items.
Countries listed below have been declared yellow fever infected areas. As a result, upon arrival at the port of entry in Thailand, participants who have traveled from or through one of these countries must provide an International Health Certificate proving that they have received a yellow fever vaccination.
Thailand is currently experiencing ongoing sporadic transmission of the mosquito-borne Zika virus. All travelers are advised to protect themselves from mosquito bites while in Thailand. Given possible transmission of the disease to unborn babies, pregnant women should consider postponing travel to Thailand or talk to their doctor about the implications of traveling to Thailand during this time.
Women who are seeking pregnancy should obtain individual advice from their medical practitioner on risk management regarding their plans to travel into a Zika-affected area.
First-aid and emergency medical service is available at the Medical Centre, which is located on the ground floor of the UNCC, during weekdays. The ESCAP Medical Officer and Nurse are available from 0730 to 1545 hours, with the exception of lunch time from 1200 to 1245 hours. Appointments may be made through extensions 1352 or 1761.
Delegates are strongly encouraged to subscribe to a travel or health insurance which is valid in the Kingdom of Thailand, in order to cover any medical bills or hospitalization fees.
The United Nations buildings are smoke-free areas. Smoking is permitted only in the designated areas outside of the buildings.
Participants may bring into Thailand some foreign currency for a total amount of up to US$20,000 in the form of traveller's cheques, drafts, letter of credit or other banking instruments which may be exchanged for Thai currency at the prevailing exchange rates.
Currency exchange facilities are available at hotels and all over Bangkok. Such services are also available at the Siam Commercial Bank, United Nations Branch, which is located on the first floor of the Service Building (telephone extension 2168). The Bank opens from 0830 to 1530 hours, with no lunch break, from Monday to Friday.
Many international airlines operate regular services to and from Bangkok. Participants are advised to secure their return bookings prior to their departure for Bangkok. If this is not possible, they should make firm return bookings immediately upon arrival in Bangkok. Travel services are available through the American Express office located on the first floor of the United Nations Conference Centre.

Before departure from Bangkok, participants should settle directly with the respective hotels all accounts, including room charges and other expenses, such as for local and long-distance telephone calls, Internet use, business center use, laundry, room and hotel transportation services, mini-bar items, as well as restaurant and bar services. Participants are also responsible for any charges incurred with respect to rooms remaining vacant owing to late arrival or rescheduled departure for which inadequate prior notice is given.
Participants should make their own transportation arrangements from Suvarnabhumi International Airport to the Royal Princess Hotel (see paragraph 10 on accommodation). Limousine services, public taxis (with a sign marked Taxi-Meter on the roof) and bus services are readily available at the airport. Limousine services and public taxis are booked at specific counters. Counters for officially-licensed limousine services are located in the luggage pickup area of the arrival terminal. The fixed-charge payment is made at the counter where a staff will assign a vehicle.
Counters for public taxis are located on the airport ground floor and are in the form of automated taxi kiosks with “touch-screen” activation. Vehicles are parked across from the kiosks below LCD panel indicating row numbers. Upon touch-screen activation, the kiosk will issue a paper slip indicating a row number where the assigned vehicle and its driver are waiting (see annex 2). The paper slip also indicates the car registration number and the driver’s name. It is recommended that passengers keep the paper slip until arrival at their destination. Fares for meter-taxis are charged according to the distance travelled and as shown on the meter with an additional 50 Baht surcharge for airport pickup. Additional toll fees will be charged if Expressway is used. It is strongly recommended that participants decline offers from private individuals. For ease of communication with taxi drivers, the name and address of the Royal Princess Hotel is indicated below in both English and Thai languages. A map is attached as annex 3 to the present note.
The Royal Princess Hotel provides free transportation for the participants once in the morning to come to ESCAP and once in the afternoon to return to the hotel. The pick-up times will be according to the schedule of each day. Participants are invited to contact the reception to inquire about the exact time of departure. In the afternoon, pick-up will be at the end of each afternoon session outside the UNCC at ground floor level.
Participants can also choose to come to ESCAP using local transportation. Public taxis are numerous and can be picked up outside the hotels. Please note that the Royal Princess Hotel is within walking distance of ESCAP (10 to 15 minutes).
Participants who choose to stay at another hotel are responsible for making their own transport arrangements to the UNCC and back.
Participants are responsible for settling all hotel bills upon checkout, including room charges and other miscellaneous expenses such as local and long-distance telephone calls, internet use, business center use, laundry, hotel transportation services, mini-bar items, as well as restaurant and bar services.
Free wireless internet access is available in all conference and meeting rooms and in the public areas of the UNCC. No password is required.

Rajapruek Lounge, which serves light meals and beverages, located on the ground floor of the UNCC, is open from 0700 to 1700 hours on Monday through Thursday, and from 0700 to 2000 hours on Friday.
Cafeteria, which serves Thai and international lunch, located on level 1 of UNCC, is open from 1100 to 1400 hours for lunch on Monday through Friday.
Canteen, which serves Thai lunch, located on the ground floor of the Service Building, is open from 0700 to 1300 hours on Monday through Friday.
Coffee Corner, which serves sandwiches, pastries, coffee, tea and soft drinks, located on level 1, UNCC, is open from 0700 to 1700 hours.

The secretariat has adopted a paperless approach to meetings. As a result, participants are expected to get acquainted with all the meeting documents prior to the meeting. Should participants wish hard copies of the documents, they are expected to bring them to the meeting. ESCAP does not provide financial assistance for participation in the 5th session of the Committee on Transport. However, it does cover the travel expenses of officials participating in the workshop on cross-border co-deployment of fibre optic infrastructure along road and rail networks. In that regard, the following shall apply:
Depending on which of the above applies, participants whose travel is sponsored (or partly sponsored) by ESCAP will receive a DSA to cover all costs associated with their participation in the meeting, including accommodation, meals and local transport while in Bangkok. A voucher to be cashed at the bank located on the ESCAP premises will be given to participants. Participants will receive their vouchers against submittal of a copy of their passports, copy of their air-tickets and the original boarding pass(es) for the flight(s) to Bangkok. To facilitate the issuance of vouchers, eligible participants are kindly requested to come with read-made copies of their passports. To date, the DSA for Bangkok is Thai Baht 7,150 (about US$ 216). Please note that this amount is subject to change without prior notice.
Participants who are unable to stay for the entire duration of the meeting are requested to inform the secretariat as soon as possible after their arrival so that the DSA can be adjusted accordingly.
