Regional Meeting on Harmonization of Rules and Regulations for Facilitation of International Railway Transport, Astana, 20-21 December 2017

ESCAP member countries adopted in 2015 through Resolution 71/7 the Regional Cooperation Framework for Facilitation of International Railway Transport aiming to strengthen international railway transport in Asia and the Pacific. To execute the Resolution 71/7, the secretariat is implementing a project on “Harmonization of the Rules and Regulations for Facilitation of International Railway Transport in the region”. Under the project, two studies have been undertaken to recommend measures on further enhancing efficiency of railway border crossings and on common technical standards and harmonized operational practices along the international railway corridors respectively.

The recommendations of these studies aim to support the operationalization of the Intergovernmental Agreement on the Trans-Asian Railway Network by supplementing the efforts of the railways in the region to enhance the efficiency of the railway border crossing processes and technical and operational compatibility along international railway corridors, to increase reliability of international railway freight transport operations.These studies were discussed at the Expert Group Meeting held in Bangkok on 4 and 5 September 2017. The Meeting decided to present the revised recommendations of the studies along with the draft framework for enhancing efficiency of railway border crossings for finalization at the Regional Meeting.

Given the longstanding partnership between ESCAP and the Organization for Cooperation between the Railways (OSJD), and the expertise of OSJD in the harmonization of rules and regulations for facilitation of international railway transport operations among its members, the two organizations are jointly organizing the above captioned meeting with the objectives to discuss and finalize the draft framework for enhancing the efficiency of the railway border crossings along the Trans-Asian Railway Network and recommend further actions; to discuss and finalize the study reports undertaken within the purview of the project; and to share current initiatives, proposed measures, challenges and explore further measures to strengthen the international railway transport in Asia and between Asia and Europe.
