High-level Expert Group Meeting on the Harmonization of the Rules and Regulations for Facilitation of International Railway Transport, Ankara, Turkey 3 and 4 May 2018

ESCAP member countries adopted resolution 71/7 on Regional Cooperation Framework for Facilitation of International Railway Transport in 2015. To implement the resolution the ESCAP secretariat has been implementing a project on “Harmonization of the Rules and Regulations for Facilitation of International Railway Transport in the region”.

Under the project, studies have been undertaken to recommend measures on further enhancing efficiency of railway border crossings and on common technical standards and harmonized operational practices along the international railway corridors. Moreover, based on the recommendations of the fifth meeting of the Working Group on Trans-Asian Railway Network held in Busan, Republic of Korea in June 2017, the secretariat drafted a framework for enhancing efficiency of railway border crossings along the Trans-Asian Railway Network jointly with Organization for Cooperation Between Railway (OSJD).

The studies and the framework were discussed at the Regional Railway Meeting held in December 2017 in Astana, Kazakhstan. The Regional Meeting recommended to finalize and submit them for the consideration of the Committee on Transport that would be held in November 2018 in Bangkok. Accordingly, the High-Level Expert Group Meeting is being convened with following objectives: (a) Finalize the studies and the framework (b) Share experiences on facilitation of international railway transport among the member countries (c) Ascertain the need for technical assistance/capacity building from member countries to support international railway transport in the region
