The purpose of this policy dialogue is to better inform policy makers in Asia-Pacific region of the risks and challenges of fiscal governance through technical presentations and peer learning. The seminar builds on ESCAP research and capacity development work, which have consistently emphasized the important role of fiscal policy in not only maintaining macroeconomic stability but also supporting national development priorities, especially in the context of the United Nations 2030 Agenda for Sustainable Development. Moreover, effective fiscal policy critically depends on good governance and strong institutions, as highlighted by Sustainable Development Goal 16. In this context, this seminar will address the following topics: fiscal rules and fiscal responsibility laws; fiscal institutions; transparency and open budget; budgetary frameworks and its relationship with development plans; and Sustainable Development Goals, fiscal space and the national budget.
