Expert Group Meeting on the development of International North-South Transport Corridor (INSTC) and Expert Group Meeting on legal frameworks for multimodal transport operations in Asia and the Pacific

The development on international transport corridors and facilitation of multimodal transport operations is of high relevance to strengthening sustainable transport connectivity in Asia and the Pacific and for the promotion of an optimal split between different modes of transport in the course of international transport operations. In this context, the UNESCAP secretariat is implementing two inter-connected projects related to multimodal transport on strengthening coordination arrangements for selected intermodal transport corridors in Asia and on development of multimodal legal frameworks for the Asia-Pacific Region.

Under the project on strengthening coordination arrangements for selected intermodal transport corridors in Asia, a comparative study on coordination arrangements for several transport corridors has been conducted in 2019 and an Expert Group Meeting on Enhancing Efficiency of Selected Intermodal Transport Corridors in Asia was organized on 26-27 June 2019 to review its findings. The expert group meeting was of the view that ESCAP member States along the International North-South Transport Corridor (INSTC), which is one of the four transport corridors covered by the study, could consider application of the recommendations of the study relevant to this transport corridor. In this respect, the Expert Group Meeting requested the UNESCAP secretariat to organize a capacity-building activity related to the development International North-South Transport Corridor with the involvement of relevant ESCAP member States.

Secondly, under the project on development of multimodal legal frameworks in the Asia-Pacific region, the secretariat has identified several options for harmonization of legal regimes for intermodal and multimodal transport operations that need to be discussed among the member States with a view to identifying the priority direction of further work in this area.

With the above in mind, the secretariat is planning to organize two back-to-back events under the above-mentioned projects, namely: (i) an expert group meeting on the development of International North-South Transport Corridor (INSTC) (17 – 18 March 2020) and (ii) the first expert meeting on multimodal legal frameworks (18-19 March 2020), in Baku, Azerbaijan.
