The 23rd session of SPECA Thematic Working Group on Sustainable Transport, Transit and Connectivity (TWG-STTC) of the United Nations Special Programme for the Economies of Central Asia (SPECA) was held from 27 to 28 August 2018 in Astana, Kazakhstan. The meeting was jointly organized by the ESCAP, UNECE and the Government of Kazakhstan and attended by representatives of four SPECA member countries: Azerbaijan, Kazakhstan, Kyrgyzstan and Tajikistan. 

SPECA TWG-STTC discussed progress achieved towards safe, efficient and reliable transport infrastructure, including the development of transport networks such as Asian Highway, Trans-Asian Railway and Dry Ports of international importance. The TWG also recognized ESCAP’s cross-border transport facilitation efforts, including Regional Strategic Framework for the Facilitation of International Road Transport and Regional Cooperation Framework for the Facilitation of International Railway Transport, as well as eight mutually complementary transport facilitation tools and models. 

The TWG welcomed projects implemented by ESCAP on the comprehensive planning of Eurasian Transport Corridors, development of seamless rail-based intermodal transport services in Northeast and Central Asia for enhancing Euro-Asian transport linkages, as well as harmonizing rules and regulations for facilitation of international railway transport and encouraged Member countries to use the studies developed by the Secretariat under these projects. 

The TWG also discussed accession and implementation of the international transport conventions, improvement of road safety and other issues.

The TWG-STTC is a subsidiary body of SPECA, which was launched in 1998 to address challenges faced by Central Asian countries and to strengthen sub-regional cooperation as well as integration of the region into the world economy.
