In response to the COVID-19 pandemic, the Asia-Pacific region has increased the implementation of digital trade facilitation measures and sought to improve efficiency of cross-border trade operations. For example, the Framework Agreement on Facilitation of Cross-border Paperless Trade in Asia and the Pacific, developed by member States of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), entered into force in February 2021.

One of the crucial building blocks in accelerating cross-border paperless trade in food and agriculture products is digitalization of sanitary and phytosanitary (SPS) certificates. Paperless SPS systems can improve traceability throughout supply chains, cut trade times and costs, lower food waste, reduce fraudulent certificates and build trust among trading partners. This webinar will provide an overview of the "state of play" on SPS eCert in the relevant international standard-setting bodies and present case studies from countries across the Asia-Pacific region. Participants will share lessons and experiences from using the “ePhyto Solution” to facilitate the exchange of electronic phytosanitary certificates and explore challenges and highlight developments in scaling up electronic veterinary and food safety certification.

Since joining the Secretariat of the Standards and Trade Development Facility (STDF) at the World Trade Organization (WTO) in 2007, Simon has managed a US$ 14 million portfolio of around 40 projects and project preparation grants across Africa, Asia and Latin America. He leads on priority knowledge topics, such sharing good practice from electronic SPS certification and trade facilitation to cross-cutting issues on gender and the environment across STDF's global network. Simon also manages the financial information for the STDF Trust Fund and has worked on international trade at the WTO for over ten years. He holds a Master's degree in International Economics and Development from the University of Namur and the Université Catholique de Louvain, Belgium.

Craig Fedchock is currently the Senior Advisor to the International Plant Protection Convention (IPPC) Secretariat and Manager of the IPPC ePhyto Solution. Before working at the IPPC, he held a number of positions with the US Department of Agriculture's (USDA) Animal and Plant Health Inspection Service (APHIS), was the Director of Bilateral Sanitary and Phytosanitary (SPS) Affairs in the Executive Office of the President, Office of the United States Trade Representative (USTR), and also worked in the Codex Office of the USDA’s Food Safety and Inspection Service. Craig was also the Senior Watch Officer for international trade issues in the U.S. Department of Commerce’s International Trade Administration’s Operations Center.

Gillian Mylrea (BVSc, PhD) is an Australian and has been working at the OIE since 2007. She is Head of the Standards Department based at OIE Headquarters in Paris, France and is responsible for overseeing work related to the updates to the OIE Aquatic Animal Health Code and the OIE Terrestrial Animal Health Code. She has worked extensively in all the OIE regions conducting training workshops on how to contribute to the OIE standard-setting process and how to use the OIE international standards to facilitate safe trade. Prior to joining the OIE she worked in international trade at the National Veterinary Services in New Zealand, and as a researcher in the livestock sector, a large animal veterinary clinician and in academia.

Hilde Kruse, a Norwegian citizen, is a veterinarian with a PhD in microbiology. She has 30 years experience in the area of food safety, zoonoses and AMR working at the national, regional and international level, being involved in the whole specter of risk analysis as it pertains to food. After working 16 years with research, risk assessment and scientific advice, and also being department director of health surveillance at the Norwegian Veterinary Institute, she joined the WHO Regional Office for Europe in 2006 as regional food safety officer before joining FAO in 2016 and then the Codex Secretariat in 2018. She is overlooking the standards development particularly the decision-making process by the Codex Alimentarius Commission and the critical review by the Executive Committee. She also specifically follows the Codex Committee on General Principles (CCGP), the Codex Committee on Food Import and Export Inspection and Certification Systems (CCFICS), the Codex Committee on Fish and Fishery Products”(CCFFP) and the Codex Committee on Spices and Culinary Herbs (CCSCH).

Sangwon Lim is Economic Affairs Officer, Trade Policy and Facilitation Section, Trade, Investment and Innovation Division of the United Nations ESCAP.  In ESCAP, he specializes in trade facilitation and integration. For trade facilitation, his area of expertise includes implementing paperless trade and Single Window; he has led development of several technical guides and implemented several field projects, based on those guides and his expertise. He has provided numerous advisory services and technical assistance in this area to several developing countries in the region, including Single Window implementation. For trade integration, he has performed the duty of main secretariat for the Asia-Pacific Trade Agreement (APTA). Before joining ESCAP in 2009, he had served the National IT Industry Promotion Agency (NIPA) of the Republic of Korea for more than 9 years, specializing in application of ICT in various public and private sector business domains, including international trade, Customs, value-added tax, logistics, public procurement, tourism, etc. He had supported international development of trade facilitation and e-business by actively participating in multiple regional and international platforms, such as Asia-Pacific Economic Cooperation (APEC), Asia-Pacific Council for Trade Facilitation and Electronic Business (AFACT), ebXML initiative, and United Nations Centre for Trade Facilitation and Electronic Business (UN/CEFACT).  He was the Rapporteur for the Asia and the Pacific in the UN/CEFACT from 2003 to 2009. He holds a Ph.D in logistics management from Chulalongkorn University, Thailand.
