Conference Bulletin No. 2: Election to the Governing Council of the Asian and Pacific Centre for Transfer of Technology (APCTT)

Information concerning election of the Governing Council of the Asian and Pacific Centre for Transfer of Technology (APCTT) is contained in ACPR document number ACPR/367/INF/1 annex VI dated 28 November 2016, and is provided below for the attention of members and associate members of ESCAP.
The three-year term of the current Governing Council of the Asian and Pacific Centre for Transfer of Technology (APCTT) will end at the forthcoming seventy-third session of the Commission, to be held in Bangkok from 15 to 19 May 2017. The Commission will therefore elect a new Governing Council during the session and the results announced under agenda item 11 Other matters.
The Statute of the Centre (Commission resolution 72/3) stipulates that “The Centre shall have a Governing Council consisting of a representative designated by the Government of India and no fewer than eight representatives nominated by other members and associate members of ESCAP elected by the Commission. The members and associate members elected by the Commission shall be elected for a period of three years but shall be eligible for re-election”. In addition to the host country (India), the current members of the Governing Council are: Bangladesh, China, Fiji, Indonesia, Islamic Republic of Iran, Malaysia, Pakistan, Philippines, Republic of Korea, Samoa, Sri Lanka, Thailand and Viet Nam.
As further stated in the Statute, members and associate members elected to the Governing Council will be expected to participate in its sessions, held at least once a year, to provide the Centre with guidance. To ensure continuity in the work of the Council, elected members and associate members are expected to designate one representative who will serve on the Council throughout the term of membership. The cost of participation of representatives of elected members in all sessions of the Council shall be borne by the respective Governments concerned.
All members and associate members desiring to seek election or re election are therefore requested to complete the attached nomination form for submission to the Secretary of the Commission by noon (Bangkok time) on Tuesday, 16 May 2017.

Conference Bulletin No. 3: Arrangements for election to the Governing Council of the Asian and Pacific Centre for Transfer of Technology (APCTT)
In accordance with Conference Bulletin No. 2, the secretariat will close nominations for election to the new Governing Council of APCTT at 12:00 hours on Tuesday, 16 May 2017. Nominations received from members and associate members of the Commission will be listed in alphabetical order below following the nomination deadline.

Republic of Korea
In accordance with paragraph 9 of its statute, the Governing Council of APCTT is to consist of the host country and no fewer than 8 representatives of members and associate members of the Commission. In other words, there is no maximum number of Governing Council members.
The election to the Governing Council of APCTT will take place in Conference Room 1, Level 2, United Nations Conference Centre (UNCC). In accordance with paragraph 6 of the Commission’s terms of reference, associate members are not entitled to vote; however, paragraph 7 stipulates that associate members are eligible to be appointed as members of any committee or subordinate body, and shall be eligible to vote and hold office in such body. Voting will be by secret ballot. Ballot papers will be provided in the Election Room.
All members present at the session are invited to cast a vote at any time of their convenience, between 14:00 and 16:00 hours on Thursday, 18 May 2017.
Delegations are welcome to observe the voting process. The votes will be counted immediately after the closure of voting at 16:00 hours.
Conference Bulletin No. 4: Commission Session Assessment by Delegations
The secretariat will seek the views of delegations on the content and organizational aspects of the seventy-third session of the Commission to assess its relevance, effectiveness and efficiency with a view towards improving future sessions.
The views will be collected through a questionnaire, a copy of which will be provided to each delegation by the secretariat during the session. The secretariat requests that each delegation complete one questionnaire which reflects the consolidated view of the delegation's members.
It is recommend that the questionnaire be completed at the end of the session. However, if delegates must depart early, it is requested that the questionnaire be filled prior to their departure.
Delegations are requested to drop the completed questionnaires in the box located near the exit of the conference room.
