CFSC provides care services ranging from "Older persons' residence" to "Home and Community Care Services". It has also established a resource and counselling centre on older persons and sexuality.
Ageing in place
The Institute of Active Ageing (IAA) of The Hong Kong Polytechnic University and Squina "Loving Heart" Volunteer Team jointly conducted a "Home Safety Project" for five years (2010-2015) to improve the living standard of older persons. The project provided home environment assessments and improvements (e.g. small-scale home renovation works) for home-owners who are 60 years old or over, living in dilapidated homes with poor fittings. Two hundred such homes of older persons associated with the Po Leung Kuk Elderly Center are the target beneficiaries.
The City offers a regular seminar on dementia, with a view to making their community dementia-friendly. Recognizing the fact that 1 in 10 older persons (65 years and above) living in Musashino City is affected by the disease, this free, public education programme provides basic knowledge and practical tips for comminicating and living with persons affected by dementia. Anyone living in Musashino City is welcome, and upon completion they are given an orange wrist band of "community dementia supporter".
This service is intended for older persons who, due to an injury etc, have difficulties performing daily household tasks for a limited period, but who are otherwise fit to perform functions of daily life. Older persons living alone (or with an elderly spouse) may apply for this service, and upon certification of eligibilty by the City, the service can be requested for up to 2 hours a week at the service fee of 220 yen per hour.
This is a service to sun-dry (and thereby sterilize) futon and bed linen. It is a common household task in Japan where people traditionally sleep on cotton-filled futon. Elderly who are living on their own and have difficulties performing this themselves may request this service. Upon certification of eligibility by the City, the service is provided once every month for free.
Home visits are provided by professional dentists to older persons with dementia or who are bedridden. (The visit and consultation is free, but if the older person needs a dental treatment, it will incur a fee.)
To increase the quality of life of persons with dementia and to lessen the burden on their carers, some support (e.g. home visit, chatting, accompanying the older person for a short walk outside, etc) that are not covered by the national nursing care insurance (long-term medical insurance) can be provided for up to 4 hours per week at a reasonbale cost (500 yen per hour). Older persons (65 years old or above) with dementia or their families may request this service.
Older persons (65 years old or above) living alone or with his/her elderly spouse, as well as persons with disabilities, are eligible for this service. The City will arrange for someone (an older person from the same community, employed for the temporary job through the City's Silver Human Resources Center) to visit their house and stabilize up to 4 pieces of furniture (e.g. closet, cupboard, book shelf, etc) with special appratus so that the furniture will not fall during earthquakes.
Older persons (65 years old and above) who are certified at Levels 3, 4, or 5 in the national scale of nursing needs and who are bedridden, are eligible for this service. If qualified, the NGO can arrange a local hair dresser or/and beauty parlor to visit the older person's home for hair cut/dressing for up to 5 times a year.
Older persons' nursing homes are usually closed for public access, but at two of the City's nursing homes, the cafeteria become open for public on certain days of the week. On these Open Days, the nursing home residents, as well as anyone can have tea and/or meals at a reasonable price.
