This programme aims to ease the burden on the elderly in an ageing society where people have fewer or no children. Under the programme, an older person who owns a property could deed the house to an insurance company or bank, which would determine the value of the property and the applicant's life expectancy, and pay out a fixed amount of money (pension) every month.
Two graduate students, Matthew Abbott & Ryan Bloom, participated in a building design competition "Tall and Green" sponsored by the Council on Tall Buildings and Urban Habitat (CTBUH), based in Seoul. The "Elderly Tower" seeks to create a vertical residential community for older persons, bound together by a programme of recreational and leisure pursuits. The residential building accommodates many of the activities enjoyed by the elderly, in an environment which challenges the traditional high-rise typology.
