The series is predicated on the holistic vision of human rights set out in the UN Declaration on the Right to Development. It proclaims that the Right to Development is "an inalienable human right...in which all human rights and fundamental freedoms can be fully realized." 

A Matter of Rights interprets the Right to Development in day-to-day terms. It brings to audiences images that make it clear why development is a fundamental right to which all human beings are entitled.

The basic message of the series is that the access of ordinary citizens to the basics of life, such as nutrition and adequate income, is as much a part of human rights as the right to liberty or freedom of opinion.

While the need to ensure all human rights is now well recognized, there has been a growing international consciousness about the need to project explicitly the concept of development as a basic human right to which all human beings are entitled.
