The Journal is the medium for the dissemination of information on the various aspects in the water development and management field: policy issues, recent experiences, research work and other developments within and outside the Asian and Pacific region. It includes news of current developments, accounts of national experiences applicable elsewhere in the region, and technical articles reprinted from various sources around the world. The Journal's focus is on ideas and techniques which can be applied in the context of national programmes in the region.

China: Water Resources and Their Use. Study on Assessment of Water Resources of Member Countries and Demand by User Sector, 1997, 61 pages
This publication contains the results of and methods for countrywide quantitative and qualitative assessment of freshwater resources and their use, and the projection of water demands for various time horizons carried out recently in China. The experience and knowledge gained in China in the assessment of their water resources deserve to share with other countries in the Asian and Pacific region, many of which have not yet made the comprehensive assessment of their freshwater resources and detailed estimation of water demands in various sectors of their national economies.

Guidebook on Private Sector Participation in Water Supply and Sanitation, 1997, 87 pages
This Guidebook is intended to contribute to greater awareness and better understanding of the issues and problems concerning the involvement of private sector in delivering water supply and sanitation services. In a number of countries in Asia and the Pacific, efforts are being made to involve the private sector in the delivery of these services. Although in most countries the public sector remains traditionally responsible for water supply and sanitation, there is a steady growing recognition of the important role that the private sector could play in meeting significant unfilled water supply and sanitation infrastructure needs. There are examples of successful private sector involvement in Australia, China, Macau, Malaysia, Thailand and several other countries and areas. Regional experience is described in this Guidebook. However, many government still face serious problems in encouraging private sector participation in projects related to infrastructure because of emerging requirements for legal and institutional reforms, creation of regulatory mechanism, tariff restructuring, financial viability of water and sewerage utilities, etc. The Guidebook contains comprehensive recommendations on actions to be taken to overcome these problems and develop a constructive and effective partnership between the public and private sectors in the provision of water supply and sanitation services.

Guidelines and Manual on Land-use Planning and Practices in Watershed Management and Disaster Reduction, 1997, 133 pages.
Since the Earth Summit in 1992 that established Agenda 21, progress has been made by many countries in the ESCAP region in the incorporation of land-use planning at the national, regional and local levels. In order to deal effectively with this new dimension in development planning, the project "Land-use Planning and Practices in Watershed Management and Disaster Reduction" was formulated. This publication, one of the main outputs of the project designed to assist decision-makers, planners and practising engineers in the integrated management of land and water resources, consists of six chapters arranged in two parts: Part I contains the Guidelines and Part II the Manual.

However as costs rise and water demand increases, water conservation through demand management is becoming an important practice in developing countries with limited water resources. Guidelines for the Establishment of Irrigation Water Pricing Policies and Structures, 1996, 29 pages
In most irrigated lands of the ESCAP region, little effort has been made to reduce wastage of irrigation water through pricing mechanisms and while some countries have attempted to collect water fees for irrigation, very few have managed to recover the irrigation projects' investment costs. This monograph reviews the importance of charging appropriate fees for irrigation water supply as a means of reducing wastage of water resource and the need to raise farmers' awareness and acceptance of the need to pay for irrigation water if they wish to receive the service on a sustained basis.

Report on Phase I of the Project on Promotion of the Role of Women in the Protection and Management of Water Resources: National Training Workshops on Women, Water Supply and Sanitation, 1997, 20 pages
With the rapidly increasing population growth rate in the Asia and Pacific region, the important challenges in the water resources sector are to meet the rapidly increasing water demand and to enhance the efficient use of water resources. With these challenges in mind, the present report was prepared with the aim of providing relevant lessons for the following purpose: (a) to make use of the United Nations training modules on women, water supply and sanitation, (b) to organize similar national training workshops on integrating women in the national programmes on water supply and sanitation, and (c) to identify priority areas for women in the protection and management of water resources.
