CITYNET Guidelines on the Participatory Approach to Urban Environmental Management, 1996, 93 pages

This report deals with guidelines on disposal of solid wastes through affordable and environmentally sound means, based on current thinking and the latest practices in composting within the Western European context. The Guidelines, though far-reaching, should be considered as a mirror or sounding board for local practices that may dictate or justify other considerations and approaches and less stringent starting points. Also dealt with are guiding frameworks for waste policy, legislation and environmental impact assessment, following the sequence of actions involved in the factual realization of a composting or fermentation plant and of a landfill.

Environmental Protection and Urban Planning in Small Towns: A Case Study of the Integrated Action Planning Approach in Nepal, 1997, 55 pages

The publication examines the Integrated Action Planning (IAP) approach as practiced in small towns of Nepal. IAP is a participatory planning process through which rapid physical, environmental and investment planning is undertaken. At all stages of the process, representatives of the local residents are involved. While IAP has been successful in meeting its objectives, its sustainability is uncertain because of the lack of legislative backing from the central government.

The rise of the "Asia-Pacific Century" viewed from the environmental aspect, focuses on three key core issues: water resources, waste management and urbanization, all of which pose enormous challenges that if not properly managed could mark Asia's decline rather than its ascendency. The prognosis is either desperate or hopeful, depending on the dawning awareness in the minds of the establishment of the need for radical change, if only the right kinds of change can be identified and implemented.
