Semi-annual since 1990
The newsletter serves as a medium for information-sharing on human resources development (HRD) and youth-related activities in the Asia-Pacific region and provides readers - most of whom are development practitioners - with ideas and views on HRD policies, programmes, facts and events as a basis for regional cooperation, programme development and implementation. The contents also include country profiles of the HRD situation, innovative HRD programmes, interviews with regional opinion leaders, "vital HRD facts", and analysis of selected HRD issues.

Making an Impact: Innovative HRD Approaches to Poverty Alleviation

The battle against poverty in the Asia and Pacific region has achieved mixed success; in some countries spectacular economic growth has eradicated the problem and in other countries, notwithstanding a myriad of innovative approaches towards poverty alleviation, inadequate investment in human resources and related factors have sustained and sometimes increased the number of poor, notably in South Asia. The current monograph reviews an ESCAP organised seminar that had as its objective to enhance the capabilities of government and NGO personnel in the planning and implementation of HRD programmes for the poor. Also included are nine case studies from five countries; Bangladesh, China, Papua New Guinea, the Philippines and Sri Lanka.

Showing the Way; Methodologies for Successful Rural Poverty Alleviation Projects
Promoting HRD Services for the Poor, No.1, 1996, 71 pages
As one of the monographic series discussing practical strategies, based on the experiences of government agencies and NGOs in dealing with the problem of poverty alleviation in the Asia-Pacific region, the publication takes a "how-to" approach to implementing human resources development programmes for the poor, based on a series of nine case studies prepared for the Regional Training Seminar on Promoting HRD Services for the Poor. The strategies presented focus on adapting successful human resource development methods and methodologies, and concludes with a brief chapter on poverty alleviation projects in the special context of a conflict situation.

Support or Control?: Registration of NGO's Working for HRD in Asia and the Pacific
Promoting HRD Services for the Poor, No.3, 1996, 39 pages
Experiences both in the field and in literature indicate that development requires the concerted effort of both governmental organizations (GOs) and non-government organizations (NGOs). However, determining the relevant roles of the two sectors and implementing them effectively is a complex and difficult undertaking. This monograph examines the extent to which NGO registration can enhance the development process and contribute to harmonious and beneficial Government-NGO relations.
