The Committee discussed social safety net programmes and their implementation at the community level; emphasized the necessity to involve all stakeholders in such programmes, from households and communities to local and national government, nongovernmental organizations, private sector and international organizations. The need for broad social development in education, health, human resources development and population were stressed to provide the long-term basis for the alleviation of poverty. The Committee reviewed the implementation of the programme of work, 1998-1999 and endorsed the proposed draft medium-term plan for the period 2002-2005.

Regional cooperation can facilitate the wider use of integrated space technologies as a system for sustainable development planning at both national and regional levels.

The main challenge in the future is to ensure equitable access to space technology development and applications, so that all countries in the region may benefit from the wide range of space technology applications for addressing societal and environmental problems. Space Vision 21 is a conceptual approach which covers both the near-term prospects for space technology and applications (1999-2004) and the longer-term challenges (beyond 2005). It suggests that, by synthesizing national space goals with the aspirations of all inhabitants in the region, the benefits from space technologies can be more equitably shared.

At the national level, it should include the establishment of national space agencies, national coordination mechanisms for cooperation among various sectors

Concludes that in the mid 1990s, near-full employment conditions prevailed in just six economies(Japan, the Republic of Korea, Malaysia, Singapore, Thailand and Hong Kong, China) of the Asia-Pacific region. In all other economies, employment conditions fell short of full employment. Besides, gender inequalities were significant in all countries and child labour was prevalent in all but the advanced industrialized countries of the region.
