The report confirms that HIV infection among injecting drug users in South East and East Asia is a major problem. There are clear and large gaps in the ways in which this problem has been monitored, documented and responded to, indicating the often low priority given by government officials to this public health issue. What seems apparent from a review is the dynamic nature of the patterns observed. New drugs are constantly appearing and new populations are becoming involved in drug use which is a risk for HIV transmission. These problems are beyond the capacity of the medical system or the general community, State Government has to support the programmes.
