Liberalization of Transport and the WTO
 
The role of transport in economic development can be viewed from two perspective. Transport is a service to trade. Transport is also a trade in service. The users of transport services want competitive, efficient services and favour liberalized environment with a choice of operators so that they can get their goods delivered at the right place, at the right time, in the right quality and at the right price. National providers of transport services, while seeking to fulfill the shippers demands, would wish to protect their interest and have some safeguards from liberalization and the resulting foreign competition. It is governments that have to balance these interests and make policy decisions in determining the scope, timing and sequencing of liberalization of transport services. The private sector users and providers of transport also have an important role to play in working with the policy makers to determine the most appropriate course of action and deal with issues relating to liberalization at multilateral forums such as the World Trade Organization (WTO).

It is our intention to report on this web site the work undertaken by the Transport and Tourism Division in conjunction with the Trade and Investment Division and report developments taking in liberalization of transport services in regional and multilateral forums, particularly the WTO, that is of relevance to the transport sector:
