Phase I of the project recognized the potential
of ICT tools to help island economies overcome the obstacle
of remoteness and small size. A diagnostic assessment of
“e-readiness” was conducted with the focus on
the role of IT in trade and investment creation. Based on
the interview of stakeholders in selected island countries
and the data gathered from the “e-readiness”
assessment survey, one of the recommendations of the assessment
report was to develop a regional virtual trade information
and trade-processing gateway. At the same time, the report
highlighted the lack of IT skills in the Pacific Islands,
and the need to train trade and investment promotion professionals
on how to use IT and the Internet to promote and facilitate
trade.
During the “Regional Workshop on Information Technology
for Creating Trade and Investment” conducted in Nadi
in January 2002, participants from eleven Pacific island
countries discussed the recommendations of the diagnostic
assessment. While there was a clear consensus on the need
for training in IT skills, participants felt that much more
information is needed before they can make an informed decision
on the feasibility and desirability of establishing a regional
virtual trade gateway.
The Phase II activities, therefore, include (i) a feasibility
study for the establishment of a regional virtual trade
promotion and factiliation gateway for the Pacific Islands;
and (ii) IT skills training for trade and investment professionals.
