Upon entry into force of this Agreement, the Parties shall abolish all customs duties on imports and exports of products (chapters 25-97) originating in an EFTA State or in Hong Kong, China.
Exceptions are set in Annex I, specic treatment set for Processed Agricultural Products in Annex II, and for Fish and other Marine Products in Annex III. Liberalization in Agricultural Products is set in complementary agricultural Agreements.

Contingency Measures
   Anti - Dumping : A Party shall not apply anti-dumping measures under Article VI of GATT 1994 and Agreement on Implementation of Article VI to products originating in another Party
   Countervailing Duties : Hong Kong and Norway shall not take countervailing duties under Article VI GATT and Part V of SCM Agreement. Rights and obligations shall be governed by Article XVI and SCM Agreement.
   Safeguards : Hong Kong and Norway shall not take safeguard measures under Article XIX of GATT and Safeguards Agreement. Hong Kong, Switzerland and Iceland, Bilateral Safeguard Measures
