Art I, sec 2: country of origin shall be determined according to the Rules of Establishing the Country of Origin for Goods, approved by Resolution of CIS Board of State Governments on September 24, 1993. Parties agree to write more detailed guidelines at a later date. Note that the CIS has established a new set of rules as of November 30, 2000. (See WTO document WT/REG82/5) It is unclear from the wording of the FTA whether the 2000 rules replace the 1993 rules.
