Summary

The Workshop on Population Data Analysis, Storage and Dissemination Technologies is organized under UNFPA-funded project RAS/96/P12, 'Application of New Technology in Population Data Collection, Processing, Dissemination and Presentation'.  This note provides summary information on this multi-year project and its outputs.  It also explains the envisaged immediate outcome of the Workshop.

I. Project Web site
1. This document provides a brief summary of project RAS/96/P12.  More information can be found on the project's extensive web site, http://www.unescap.org/stat/pop-it/.   (See Annex 1 for hyperlinks to individual outputs.)
2. Participants are encouraged to visit the Workshop web site and download any documents and presentations that might have been updated, and in due course, to review the final outputs of the project.
II. Project setting and outputs
3. The Statistics Division of ESCAP has been implementing the project on Application of New Technology in Population Data Collection, Processing, Dissemination and Presentation (RAS/96/P12) since 1997.  It is financed by the United Nations Population Fund (UNFPA).  The project was initially designed to last three years but it has been extended twice, because of inclusion of additional activities (training workshops) and because of an unexpected delay in the project implementation caused by an absence of key executing personnel.  All pending project outputs are due to be completed by the end of 2001.
4. The rationale of the project plan was to improve the capabilities of members and associate members of ESCAP in the application of modern information technology (IT) in the production and dissemination of population statistics.  This was to be achieved through:
  • Formulation and dissemination of  recommendations and guidelines on the application of modern IT;
  • Development of  applications utilizing IT in three pilot countries;
  • Training;
  • Sharing of information and experience by producing newsletters and a website on the Internet;
  • Raising awareness of the role that modern IT plays in improving the processes, products and services of the national statistical offices (NSOs) in the field of population statistics.

Commencing project implementation in April 1997, the secretariat established the Working Party on the Application of New Technology in Population Data to guide the activities undertaken by the project.  The Working Party has to date convened six times, for four technical and two project review meetings.  Its nine members are from Australia; Bangladesh; Indonesia; Japan; Macao, China; New Zealand; Philippines; Singapore; and Thailand.  Experts from other national statistical offices, and from the UNFPA Country Support Teams, the United Nations Statistics Division and the Statistical Institute for Asia and the Pacific, have also participated actively in the Working Party meetings.
6. The Working Party has played a pivotal role in consolidating the experiences of the countries in the application of new technology to population data and in sharing them within the region.  The members have not only provided strategic and pragmatic guidance to the activities of the project but have also themselves produced a large number of high-quality technical documents and guidelines on using selected new technologies in population census and survey operations.
7. The Working Party members carried a major responsibility for organizing the previous workshop in October 1999 by acting as session organizers and resource persons.  During the past few months, they have played the same role in preparation for this Workshop.  The modality of the Working Party itself has proved to be a successful one, which could be replicated in other project areas.
8. Although the measurement of the project's overall impact is very difficult, the feedback so far indicates that it has contributed significantly to tangible improvements in census processing and dissemination systems in many parts of the region.  Another important outcome of the project is a better understanding of the need to take modern information technology into account in all population census and survey planning.
9. The details of the project outputs are included in the annexes.  Annex 1 contains a list of project outputs and Annex 2 has a comprehensive list of technical material (documents and presentations) presented in the previous meetings, including their distribution by type and by broad subject matter.
III. Secretariat's Expectations for the Workshop
10. The presentations, demonstrations, hands-on sessions with computers and participants' interaction during the Workshop are expected to yield a set of recommendations that can be adopted at the end of the Workshop.  Considering that the duration of this Workshop is shorter than the previous one organized in October 1999, the recommendations can perhaps take into account those adopted at that time, elaborate on them, expand them in areas not covered at that time, and revise them, if the current wisdom is different from that two years ago.  The report of the Workshop on Application of New Information Technology to Population Data (STAT/WNIT/Rep), organized at Bangkok from 12 to 20 October 1999, is available as a background document for those who do not have a copy.
11. The secretariat, with assistance from the Working Party and resource persons, will prepare a comprehensive report on the current Workshop.  The final report will be sent, in due course, to all participants and it will be disseminated broadly in the region and globally through the web site. All Workshop documents will be part of a training-cum-awareness package that will be produced and disseminated on a CD-ROM later in 2001.
Apart from making technical recommendations on the evaluation, procurement and use of modern information technology in population censuses and surveys, the Workshop may wish to advise the secretariat on the kind of follow-up activities that would be useful in the area of application of IT to population data.
