Overview of planning, funding and modalities

This page explains the overall principles of the programme design and main modes of work used in technical cooperation in statistics.

Programme design

Strengthening statistical capacity of developing members and associate members through technical cooperation is a key pillar of the statistics subprogramme of ESCAP. The priorities for technical cooperation work are advised by the members and associate members of ESCAP who approve the strategic framework and the work programme for the secretariat. They are also affected by the ESCAP Technical Cooperation Strategy, the decisions and recommendations of the United Nations Statistical Commission, and strategic international initiatives to strengthen statistical capacity in developing countries.

An ESCAP statistical capacity building programme aims typically to

  • Create sustainable capacity to measure impartially the results of national development
  • Promote and implement of internationally approved statistical standards
  • Strengthen institutional and organizational capacity to collect and disseminate official statistics
  • Focus on
    • sectors that are significant in the economy/society but not adequately measured
    • countries and areas of the region where the national capacity is weak
    • internationally accepted development indicators
  • Implement initiatives in collaboration with other agencies interested in sound and independent official statistics
  • Involve key data users in standard and capacity development

Funding and partners

ESCAP is the leading agency implementing statistical development activities in the region. Much of the operative funding for its own capacity building is sourced from extra-budgetary sources, from bilateral donors and multilateral development agencies. Most initiatives are implemented together with other international development agencies.

In playing a main coordinating role in the region, ESCAP receives, and responds positively, to a number of requests for collaborating in statistical capacity building in the region.

Modalities

The projects and capacity building programmes of ESCAP usually comprise a number of the following forms of cooperation:

  • Forums for Heads of Statistical Offices to articulate their views and provide input to the global statistical agenda
  • Expert panels to identify and study special topics and emerging needs in the region.
  • Advocacy and awareness creation
  • Advisory missions to countries
  • Technical training of statisticians, by or in collaboration with SIAP
  • Expert and institutional networking
  • Sharing of information and good practices through web sites, electronic forums, physical meetings and study tours
  • (South-south) cooperation among developing countries
