The Non-Observed Economy (NOE) comprises
all the activities that are often left
out of National Accounts. These activities
fall under five categories, namely: (i)
Underground production (economic underground);
(ii) Illegal production; (iii) Informal
production; (iv) Household Production
for own Final Use; and (v) omissions due
to deficiencies in the data collection
systems (statistical underground).
The workshop was jointly organized by
the Organisation for Economic Co-operation
and Development (OECD), United Nations
Economic and Social Commission for Asia
and the Pacific (UNESCAP) and Asian Development
Bank (ADB) and its objective was to establish
a dialogue on current best practices in
measuring the NOE and in the compilation
of exhaustive estimates of GDP.
