Why are we here today?

  • 400 million people estimated to suffer from some form of disability
  • available data not adequate for policy formulation
  • lack of a common framework impedes communication
  • BMF recommends the improvement of national disability information systems

UNESCAP’s work on disability

  • Strong promoter of UN’s global initiatives on the rights of persons of disabilities
  • Mandate from BMF for its statistical work
  • 2003 Regional forum on disability statistics for policy use

Recommendations from 2003 regional meeting to ESCAP and SIAP

  • Organize with WHO training in the use of ICF
  • Training for producers and users - including at the sub-regional level
  • Constitute a forum that can promote the ICF framework
  • Commence an action plan with countries for implementing the ICF
  • Collaborate closely with key stakeholders in implementing these recommendations

Project Modalities and Outcome

  • Through four workshops enhance capacity to use the ICF and design better collection instruments
  • Share experiences in developing and testing collection tools
  • Develop a disability manual and training materials
  • Disability statistics better able to support policies, BMF and users’ needs.

Objective of first workshop

  • Improve knowledge about tools and instruments for disability measurements
  • Develop a better understanding of the ICF
  • Show how to operationalise ICF into a disability survey or census measure
  • Develop an action plan for ICF implementation

Work Methods

  • Total submersion for five days
  • Lecture style sessions mostly in the mornings
  • Many group discussions, some with conclusions to report back
  • Some light evening home work
  • Questions and active participation is strongly encouraged
  • Keeping an open mind is advisable
  • Informality is encouraged

  • Wednesday: Data collection instruments
  • Thursday: Surveys and strategies
  • Friday: Action plans and work for next meeting

Information items

  • Hours of work: 8:30-17:00 , lunch 11:30-13:00
  • Daily subsistence allowance to funded participants will be paid Tuesday
  • Social event on Wednesday evening: dinner & karaoke competition
  • All our support staff are experts in local shopping
