  • To recommend the concept on household membership to be adopted
  • To discuss the definitions and categories to be utilized for urban-rural, ethnicity and disability
  • To come up with a list of items to be included in the census questionnaires.

  • To use the World Health Organization (WHO) definition as reference
  • Adopt categories which are simple and operationally viable

Definition of Disability used:

Disability refers to any restriction or lack of ability (resulting from impairment) to perform an activity in the manner or within the range considered normal for a human being. Impairments associated with disabilities may be physical, mental or sensory motor impairment such as partial or total blindness and deafness, muteness, speech defect, orthopedic handicaps, and mental retardation.

Population Enumerated

  • Filipino nationals residing in the Philippines;
  • Filipino nationals who were temporarily at sea or are temporarily abroad as of census date;
  • Filipino overseas workers as of census date, even though expected to be away for more than a year;
  • Philippine government officials, both military and civilian, including Philippine diplomatic personnel and their families, assigned abroad;
  • Civilian citizens of foreign countries having their usual residence in the Philippines or foreign visitors who have stayed or are expected to stay for at least a year from the time of arrival in the country.

Institutional Living Quarters

  • persons who are found living in Institutional Living Quarters (ILQ) and are expected to stay for at least 6 months

Quality Control Procedures

1. Conduct of Pretest

  • Average time duration per interview
  • Efficiency of the questionnaire design

Results of Pretest:

  • Use of local dialect was believed to be effective as it had reduced interview time
  • Use of English language in urban areas made the interview time shorter while it was longer when translated to Tagalog

  • conducted as a full scale census i.e., from training, data collection, and processing
  • technical aspects of census operations were evaluated as to their degree of effectivity which served as bases in formulating the final census procedures

Limitations

  • NSO results of PWD at 1.23% was way below the UN estimate of 10%
  • Operationalization of definition of disability and its categories
  • PWD were identified through the answers of the respondent. No functional assessment done.
  • Degree of perception of the Filipinos

Limitations

  • Limited resources prevented adding more questions on disability
  • No information system can be shared with other government agencies due to confidentiality clause for undertaking a census.
