Q. What is the Biwako Millennium Framework (BMF)?
- Key Mandate and the Action Guideline for Governments and other stakeholders for the 2nd
Asian and Pacific Decade of Disabled Persons 2003-2012.
- Main theme:Inclusive, Barrier-free and Rights- based Society

Q. What is the Biwako Millennium Framework (BMF)?
- Governments adopted at the High-level Intergovernmental Meeting in October 2002 Japan.
- 2nd Decade established by the Resolution 58/4 of May 2002 at the Commission proclaiming
the extension of the Asian and Pacific Decade of Disabled Persons 1993-2002 to another
decade.

Q. Why 2nd Decade and the BMF?
- Agenda for Action for the Asian & Pacific Decade of Disabled Persons (1992) and 12
policy areas
- Improvements, yet imbalance among regions
- Low rate(< 10% )of access to education
- High poverty rate >40%
- Rural PWD left out
- Lack of data
- Still welfare approach
- To improve on lessons learnt from the 1st Decade 1993 - 2002

Q. What does the BMF say about statistics and definition?
- Lack of data led to neglect of mainstreaming disability issues in policy
- Common definition is not applied.
STRATEGIC TARGETS:
- By 2005, Governments are encouraged to develop systems for disability data collection
and relevant statistics disaggregated by disability.
- By 2005, Governments are encouraged to adopt definitions on disability based on the
Guidelines and Principles for the Development of Disability Statistics.

Q. What are the Recent Developments on International Convention on Disability?
- The 1st Session of the Ad Hoc Committee in 2002, the 2nd Session in 2003- unanimous
agreement to start a process, and establish the Working Group to compile draft
texts/inputs for negotiation at the next Ad Hoc in Spring 2004.
- Regional inputs such as the Bangkok Recommendations by UNESCAP EGM. A draft text to be
prepared by the next Regional Workshop from 14-17 October.

Q. In 2004 ?
- The Working Group will meet 10 working days in January 2004
- Composition:
- 27 Governmental Representatives (7 from Asia),
- 12 NGO Representatives,
- 1 NHRI Representative.
- The 3rd Ad Hoc Committee

Conclusion:
Scope and definition of disability, and data on disability will be
increasingly important issues.
