Objectives

The Data UNity Network is an inter-agency group which views its role in the framework of the Aid Effectiveness agenda and links it particularly to the principle of UN Coherence. Through its support, the Data UNity Network aims at having a country-level impact while maintaining linkages with regional mechanisms.
Specifically, the group’s objectives are to:

  • Support UN Coherence - by providing support to the UN Country Teams through the UNDG Asia-Pacific Peer Support Group (PSG) on data-related matters, including in the UN Development Assistance Framework (UNDAF) process;
  • Promote the use of data in evidence-based decision making – through its participation and advocacy in various fora (meetings, events, trainings etc.) and through the organization of specific events;
  • Promote data coherence – through inter-agency coordination at regional level on data issues.
Background

This group was created in 2009 as a "DevInfo Inter-Agency Taskforce for Asia and the Pacific" with a view to organize the launch of the new version of DevInfo in the region combined with high-level discussions on the use of data for informed policy-making.

Following the successful implementation of this unique event in February 2010, which linked technical training with high-level discussions, the group shifted its focus towards activities related to broader data issues.

The Data UNity Network now comprises representatives from ESCAP, ILO, UNDP, UNESCO, UNFPA, UNICEF, WFP and OCHA at regional level. Other interested UN agencies are welcome to join the Network.

Achievements

The event took place in Siem Reap, Cambodia, from 2nd to 5th February 2010. It brought together policy-makers and data producers from the Asia-Pacific region as well as United Nations professionals to discuss issues related to the broader themes of country-led monitoring and evaluation systems, use of national statistical systems in support of policy and decision making, as well as innovative methods for data use and dissemination, in particular related to Census data and the MDGs.

The Agenda for Action is a set of recommendations for better use and application of data in human development initiatives and was adopted by all participants at the Siem Reap event. These recommendations are guided by the principles and commitments underpinning the Paris Declaration on Aid effectiveness and the Accra Agenda for Action.

  • Introduction at the retreat of the Peer Support Group (PSG) of the UNDG-Asia Pacific on 13 October 2010

The Data UNity Network was introduced to the Peer Support Group of the UNDG-AP. It was acknowledged that the group could provide technical support on data related issues linked to the UNDAF process.

The Data UNity Network presented its work at the High Level Consultative Meeting (HLCM) which was organized by ESCAP-ADB-UNDP. The presentation summarizes the objectives pursued by the Data UNity Network, key highlights and presents the outcomes of the Siem Reap event together with resource material.

During this meeting, the Data UNity Network made a presentation on "Promoting the use of data in evidence-based decision making", which examines the decision-making process in organizations and societies as well as the role of evidence in that process. It also addresses the issue of technical developments and their implications for policy makers and provides some examples illustrating the use of data in evidence-based decision making at country level.
