A Regional Adviser on Statistics is available to carry out short-term (up to two weeks) advisory missions, upon request of and at no charge to governments, to provide senior government officials with high quality technical assistance on official statistics. The current programme focuses on statistical capacity building, especially for least developed countries, landlocked developing countries, and Pacific Island developing countries, in the following areas:
- Monitoring and assessment of progress toward the achievement of the Millennium Development Goals;
- Development of statistics on informal employment and the informal sector and their contribution to economic growth;
- Adoption of international best practices, including the development of sampling frames, sample designs and data collection methodologies, for basic sources of social and economic statistics; and
- Implementation of internationally recommended statistical concepts, definitions, classifications and frameworks.
In relation to these specific subject areas, advisory activities may include the following, among others:
- Evaluate country needs for social and economic statistics from the standpoint of policy-making and other key analytical issues and promote the utilization of statistical data through advice on data interpretation and analysis to users and producers of statistics;
- Review country practices and methodologies and advice on their improvement and coherence to international recommendations;
- Advise on the development and improvement of basic sources of data (censuses, sample surveys and administrative reporting systems) and their utilization and analysis for monitoring and assessing the Millennium Development Goals;
- Advise on all aspects of engendering statistics through the development or improvement of methodologies and techniques designed to better measure gender disparities, the contribution of women to the economy and the differential impacts of policies on women and men; and
- Assist national statistical services, planning and policy offices and other users in the critical examination of the availability and quality of social and economic statistics and provide advice on strategies for their improvement.
Requests for the services of the regional adviser should be initiated through a letter of request, preferably through the seat of government, addressed to the UNESCAP Executive Secretary.
