This is the report for the Fifth Session of the SPECA Project Working Group on Knowledge-based Development (PWG on KBD), jointly organized by ESCAP and UNECE and hosted by the Government of the Republic of Azerbaijan, held in Baku on 4th December 2013.
In conjunction with the session, ESCAP organized an Expert Consultation on the Asian Information Superhighway and Regional Connectivity in collaboration with the Ministry of Communications and Information Technologies of the Republic of Azerbaijan in Baku on 3 to 4 December 2013.

ICT capacity building among government officials as well as organizations implementing ICT initiatives in under-serviced areas continues to be a major challenge, despite firm commitments demonstrated in the outcome document of the World Summit on the Information Society (WSIS). With this context, this training guideline aims to supplement the work of governments and other agencies planning and implementing ICT initiatives in remote, rural and un-connected areas of developing countries in Asia and the Pacific.

Access to ICT was a central theme in the World Summit of Information Society (WSIS) Plan of Action adopted in Geneva in 2003 and Tunis in 2005. The goal was to ensure more than half the people in the world have access to Information and Communication Technology (ICT) by 2015, among other goals. Although it has been 6 years since the WSIS Plan of Action was adopted, the goal may not be reached the way things stand. Therefore, more strategic and well targeted initiatives are required in order to meet the goal of WSIS.
