During the implementation of Phase I of Transport and Communications Decade for Asia and the Pacific (1985-1990), ESCAP, in cooperation with the Ports and Waterways Institute of Louisiana State University and George Washington University, United States of America, prepared a training package for inland water transport (IWT) trainers, which consisted of six modules covering IWT infrastructure, IWT operation and management, planning and operation of inland ports, navigation and operation safety, economic and financial analysis, and IWT training management.

The ESCAP secretariat undertook a review of five case studies in Bangladesh, Indonesia, Nepal, Pakistan and the Philippines where interventions in the transport sector contributed substantially or played a catalytic role in the alleviation of poverty, and helped to improve the quality of life in disadvantaged and/or remote communities. This publication identifies, catalogues and describes processes which have been tried and tested, and could be replicated and/or adapted in other countries of the ESCAP region.

Asia-Pacific is the most disaster-prone region of the world. In recent years, it has faced a series of multiple exogenous shocks that transcend geographical boundaries and endanger our communities. The poor and the vulnerable are the ones most affected. Despite the rapid economic growth in the region, many developing countries are increasingly vulnerable to disasters, and the magnitude and frequency of extreme disasters are estimated to rise due to the effects of climate change. This necessitates building resilience of the region to extreme disasters in multidimensional ways.
