Upgrading and improving the Asian Highway network to the requirement of international transport is one of the important obligations of the Parties within the Intergovernmental Agreement on the Asian Highway Network. Currently, 15.8 per cent of the 141,000 km of the Asian Highway network is below the minimum standard. The secretariat completed the implementation of a project to identify investment needs and development priorities for the Asian Highway network.

The debate on natural resource scarcity was recently reignited. New scientific findings suggest that humanity has exceeded the planetary boundaries, threatening its own safe operation. Five attributes characterize the new realism of physical and economic scarcity of key resources: lack of undeveloped resource preserves, challenges of exploiting new resources, emergence of new consumers, volatility of resource prices and broadening of actors in governing resources. Of all the natural resources, water, food and energy are most needed to sustain life on earth.

The eco-efficiency indicators (EEI) is designed to capture the ecological efficiency of growth by measuring the efficiency of economic activity both in terms of consumption and production (resource-use) and its corresponding environmental impacts. The ultimate goal of EEI is to provide governments with a practical tool to measure their performance in the context of eco-efficiency and harness the concept of eco-efficiency for socio-economic policies pertaining to environmental sustainability. This publication is available in both English and Mongolian version.

UNESCAP has taken the lead in helping member countries identify and formulate the Asian Highway and the Trans-Asian Railway. UNESCAP has also provided assistance to member countries in providing and enjoying competitive shipping and port services. Meanwhile, as countries pursue trade-dependent economic growth in the globalization process, there is an increasing demand for new trade and transport practices that can promote seamless transport by integrating different transport modes of railways, roads and maritime shipping to facilitate trade flows.

This study identifies: (a) all feasible rail and land-cum-sea routes forming part of a network of routes connecting Northern Europe with the Persian Gulf through the Caucasus region, Central Asia and/or the Caspian sea; (b) the characteristics of these routes in terms of their lengths and the transit times they can reasonably offer, having due regard to average operating speeds as well as typical dwell times at border stations and transshipment points; and (c) the possible presence of operational restrictions which might impede the smooth flow of goods along the routes.
