The ESCAP-initiated Green Growth concept was recognized in the Ministerial Declaration on Environment and Development in Asia and the Pacific, 2005, which was adopted by the Fifth Ministerial Conference on Environment and Development in Asia and the Pacific in 2005, as one of the strategies for the region to pursue sustainable development.1 It could be seen as a strategy to promote win-win approaches and policies for reconciling any conflict between two important Millennium Development Goals on poverty reduction (Goal 1) and environmental sustainability (Goal 7).

The present document contains a discussion of the importance of mainstreaming the concept of disaster risk in the development process in order to address the challenges of disaster risks. It also contains an assessment of the prospects and constraints in mainstreaming disaster risk in the development process and a discussion on relevant strategy and policy options. The document puts forward the case for prioritizing social vulnerability to disasters and investing in social sectors as part of recovery and reconstruction efforts for long-term inclusive development.

It should be noted that indicative budget planning figures for the preparation of the programme budget for 2010-2011 have yet to be issued by United Nations Headquarters.
