Since its establishment in 2005, the ESCAP Trust Fund for Tsunami, Disaster and Climate Preparedness has contributed significantly to the progress made in building a regional tsunami warning system for the Indian Ocean. In 2011, a key milestone was reached with the operationalization of the Indian Ocean Tsunami Warning and Mitigation System (IOTWS), which was established through the Intergovernmental Oceanographic Commission of the United Nations Education, Scientific and Cultural Organization (IOC-UNESCO).

This report is prepared to bring to the attention of decision and policy makers that ICT, in particular green ICT, has an important role to play in stimulating economic activities, advancing social development goals and promoting sustainable development. In this report, “Green and cool ICT” is defined as ICT which, as a result of usage, produce comparatively low levels of carbon emissions while having the potential to exponentially reduce emissions in other areas by catalyzing technological, institutional and behavioral change, while bringing forth socio-economic benefits.

One of the major achievements of the World Summit on the Information Society (WSIS) was the global discussion, agreement and partnership towards the internationally agreed information society indicators with a view to measuring ICT for development. Based on discussions prior to and during the WSIS, the Geneva Plan of Action made a number of suggestions and recommendations which included the establishment of coherent and internationally comparable indicator systems.

Access to ICT was a central theme in the World Summit of Information Society (WSIS) Plan of Action adopted in Geneva in 2003 and Tunis in 2005. The goal was to ensure more than half the people in the world have access to Information and Communication Technology (ICT) by 2015, among other goals. Although it has been 6 years since the WSIS Plan of Action was adopted, the goal may not be reached the way things stand. Therefore, more strategic and well targeted initiatives are required in order to meet the goal of WSIS.

The overall objective of this study is to identify country specific needs for broadband communication in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan with a view to developing a regional broadband network and to providing data and information to relevant stakeholders for further examination and discussion on this matter.
