The Guidelines are divided into five parts. Part I (integrated tourism planning) comments on the need for integrated tourism planning, the factors to be considered, the nature of the tourism master plan, and the organizational requirements needed to secure the preparation and the supervised implementation of the plan. Part II (strategic plan elements) focuses attention on the infrastructural requirements, the facilities and services and the specialized matter of resort planning and development. Part III (impact appraisal) examines the matter of impact appraisal, advising on how to assess impact, and how to manage impact. Part IV (implementation) considers various aspects of implementation and some of the issues which determine feasibility, viability, implementability, scope of knowledge, available human resources, and the acceptability of tourism activity to the host community. Part V (regional cooperation) considers the ways and means, the areas and benefits of meaningful levels of regional cooperation.
