| In South Asia where, even in 2003, notwithstanding the green revolution, rural life and poverty remain closely intertwined. Some of the responsibility for this state of affairs lies in natural and cultural factors but a major responsibility undoubtedly rests with policy failures to tackle core issues of rural development. In the pursuit of rural development outstanding issues of land reform and governance clearly have the highest priority. But the concomitant need for concerted public policy action to tackle the many structural and institutional impediments to rural development in South Asia carries equal importance. The outstanding policy agenda is difficult, but such is the close inter-relationship between rural development and poverty in South Asia that no progress is likely to be made in reducing poverty without significantly strengthening rural development. |
