The Guidelines are intended to assist national energy and rural development planners and policy-makers in introducing an integrated approach to energy and rural development policies and programmes. Particular emphasis has been given to stakeholders’ involvement, gender mainstreaming of processes and results, and institutional arrangements. Attempts have also been made to devise a practical way to put the ideas presented in the Guidelines into action at the national level. Training materials, which will be developed at national levels as a later stage of the project, will supplement the Guidelines.
