The Asian and Pacific Decade of Disabled Person, 1993-2002 was proclaimed by UN ESCAP in 1992. The goal of the Decade was to achieve full participation and equality for persons with disabilities in the UN ESCAP region. Since the inception of the Decade, UN ESCAP conducted reviews of the progress in achieving the goals of the Decade, in particular, the implementation of the Agenda for Action of the Asian and Pacific Decade of Disabled Persons. This publication is part of the evaluation of the achievements of the Asian and Pacific Decade of Disabled Person, 1993-2002. It contains examples and initiatives of good practices that were undertaken by Governments, NGOs, a United Nations specialized agency, self-help organizations and organizations of people with disabilities. The experiences described reflect actions taken towards the achievement of equal opportunities and full participation of people with disabilities in the policy areas covered by the Agenda for Action of the Asian and Pacific Decade of Disabled Persons. The case studies presented cover the policy categories of national coordination, legislation, public awareness and accessibility; education; training and employment; prevention of causes of disability; rehabilitation, including community-based rehabilitation and health and social development; and self-help organizations. Examples of good practices have been presented from Bangladesh; Cambodia; Hong Kong, China; India; Malaysia; the Philippines; Thailand and Viet Nam.




ESCAP has issued this publication to share widely some case studies of good practice which reflect an important aspect of the achievements of the Asian and Pacific Decade of Disabled Persons. The case studies describe the impact and improvement in the quality of the daily life of individual persons with disabilities.  They provide detailed description of the challenges faced, the solutions found and the lessons learned in the implementation of the  Agenda for Action for the Asian and Pacific Decade. The case studies were undertaken by governmental and non-governmental agencies in the ESCAP region
